Environmental & Regulatory Compliance Department is comprised of four divisions managed by vice president John O'Connell Jr. These divisions provide technical support and oversight in their respective areas of expertise throughout the SCA.

Carries out the mission of the in accordance with a Memorandum of Understanding. As the Authority having jurisdiction (AHJ), BCC’s highly qualified professional staff of plan examiners and inspectors can help facilitate:

  • Plan Review & Permitting are done at SCA Headquarters, not a DOB borough office and are fee exempt.
  • Resolving Violations required before completion of close-out and transfer.
  • Conducting Final Inspections and obtaining Certificates of Occupancy.

Building Code Compliance Plan Review & Permitting

The New York City School Construction Authority's Building Code Compliance Division (formerly referred to as Facilities Inspection Division or FID) carries out the mission of the New York City Department of Buildings in accordance with the Memorandum of Understanding through its highly qualified professional staff of Plan Examiners, Permit Processors, and Inspectors.

Inspects the installation of materials and equipment on SCA projects to verify that the contractors install these systems as per SCA plans, specifications, and relevant codes.

The SCA does not accept self- certification of inspections or tests. CID preforms:

  • Plumbing, Fire Suppression, Boiler/Fuel Burning Inspections.
  • Electrical and Heating, Ventilating, & Air Conditioning (HVAC) Inspections.
  • Roofing, Masonry, & Sheet metal Inspections and the Civil, Architectural, Window & Door Inspections.

SCA Construction Management (CM) Project officers may assist with:

  • Requesting code and quality inspections
  • Preparing for successful inspection
  • Resolving quality deficiencies

SCA Architecture & Engineering (A&E) Department can help with:

  • Resolving code deficiencies
  • Amending plans

Industrial & Environmental Hygiene (IEH) Division 


IEH is a team of qualified specialists focused on identifying and remediating environmental concerns in and around existing and proposed school buildings while ensuring regulatory compliance. The Division is comprised of 4 functional units:

  • Survey & Design
  • PCB Soil Remediation
  • Remediation (abatement)
  • HazMat

Services provided by the IEH Division include, but are not limited to:
  • Building material surveys for Lead-Based Paint, Asbestos, PCBs and Mold
  • Due Diligence for acquisitions and leases ( Phase I, II and Indoor Air Quality Testing)
  • Tank removal specifications and field oversight
  • Environmental remediation/design and installation of engineering controls
  • Petroleum spills investigation and remediation
  • Potable water quality testing and remediation
  • Soil Testing, Remediation and Disposal

The activities conducted by IEH are closely coordinated with all other Departments in the SCA, including both A&E and Construction Management. Nearly all SCA projects require some involvement with the IEH Division.

To facilitate consistency in presentation and submission requirements for those submittals requiring IEH review and approval, below are examples of required deliverables in PDF format, along with a fillable form to be completed by the Contractor and submitted to IEH.

Resources

Provides protection to the students, teachers, school personnel and the general public during all new construction and renovation of New York City school buildings. Its team of safety professionals:

  • Enforces all applicable safety rules and regulations in a firm, fair, and consistent manner by conducting regular inspections
  • Reviews and approves Site Safety Plans
  • Educates SCA personnel, general contractors, and subcontractors regarding City, State, Federal, and SCA mandated safety rules and regulations, refer Safety Manual and Forms and Checklists
  • Provides free OSHA, scaffolding training etc. at SCA Headquarters for contractors working on SCA projects
  • Tracks job-site incidents, crane & derrick installation, excavations etc., refer Safety Manual and Forms and Checklists
